Former Scots Guards Warrant Officer Alf Clempson has been officially appointed as Chairman of Lancashire County Council for 2025–2026, marking a remarkable journey from military service to civic leadership.
Born in Alexandria, Scotland, on the banks of Loch Lomond, Cllr Clempson’s life has taken him from standing guard at Buckingham Palace to standing for the people of Poulton-le-Fylde – a Lancashire seat he has now successfully held for over a decade.
A Distinguished Military Career
Alf Clempson’s sense of duty was forged early. He became a marine cadet at 13, and by 16, he had joined the prestigious Scots Guards. His 24-year military career included international deployments to Cyprus, Germany, and Canada, as well as three tours in Northern Ireland. He also performed ceremonial duties outside royal residences including St James’s Palace, Buckingham Palace, the Tower of London, and Windsor Castle.

He rose to the rank of Warrant Officer Class 2 before retiring in 2007. His military discipline and leadership would later serve him well in political life.
From Politics Late Bloomer to Local Leader
Remarkably, Clempson didn’t vote until he was 40.
“I wasn’t into politics at all before that,” he admitted. “When I was in the army, I believed I was there to uphold the law and government of the day. In hindsight, I should have voted. You’ve got to use your vote.”
After his retirement from military service, Alf worked for Ben Wallace, then MP for Lancaster and Wyre, and now a former Defence Secretary. Their shared army background fostered trust and opened the door to political engagement.
Encouraged by his experiences, Alf ran in the 2013 Lancashire County Council elections and won the seat for Poulton-le-Fylde. He has now been re-elected four times, demonstrating strong local support and commitment to his constituents.
“Poulton was always an aspirational place for me,” he said. “So I was chuffed to get voted in—and keep the seat.”
New Role, New Responsibilities
As Chairman of Lancashire County Council, Clempson now represents the ceremonial and community face of the council. The role includes presiding over full council meetings and representing Lancashire at civic events across the county and beyond.
“I’m a great one for tradition,” he explained. “I want to get back to celebrating what’s good in Lancashire—focusing on local achievements, voluntary efforts, and all the great work people are doing.”
Though not originally from the county, Clempson considers himself a proud adopted Lancastrian.
“It’s a great honour to be sitting in this chair,” he said. “I really intend to honour the role and do my best.”
Cllr Clempson will be supported in his duties this year by Vice Chairman, County Councillor Lee Hutchinson.
Family Milestones and Local Pride
2025 is shaping up to be a busy and joyful year for Alf and his wife Lorna, who has supported his political career from the start—despite being surprised by his late turn into politics. Their daughter Louise is due to get married this summer, while Katie is expecting a baby, making Alf’s year as Chairman extra special.
